EU muss Unternehmen vor US-Sanktionen schützen
Die heutige (Dienstag, 12. Juni) Plenardebatte zum Iran-Abkommen mit der EU-Außenbeauftragten Federica Mogherini kommentiert Klaus Buchner, Mitglied der Grünen/EFA-Fraktion in der Delegation für die Beziehungen zu Iran:
„Die Europäische Union spricht mit einer Stimme für das Aufrechterhalten des Atomabkommens mit Iran. Das Europäische Parlament, die Europäische Kommission und die EU-Regierungen müssen Taten folgen lassen und EU-Unternehmen vor Sanktionen schützen. Die EU-Regierungen müssen die Europäische Investitionsbank befähigen, europäischen Unternehmen bei legitimen Investitionen im Iran zu helfen, auch gegen den massiven Sanktionsdruck der USA. Iran hat sich nachweislich an alle Verpflichtungen des Atomabkommens gehalten. Das wichtigste Ziel ist und bleibt, ein nukleares Wettrüsten im Mittleren Osten zu verhindern.“
Hintergrund:
Die Verordnung zum Schutz vor den Auswirkungen der extraterritorialen Anwendung („Anti-Boykott-Verordnung“) soll EU-Unternehmen vor Sanktionen durch Drittstaaten schützen. Die Europäische Kommission hat eine aktualisierte Version des Gesetzes vorgelegt, das Europäische Parlament und die EU-Regierungen müssen bis spätestens Anfang August ihre Zustimmung geben oder Einspruch einlegen. Die Zustimmung kann auch früher erfolgen und ist wahrscheinlich.

EU plenary debate on Trump’s withdrawal from the Iran nuclear deal
Today (12 June 2018) the European Parliament will debate US President Trump’s withdrawal from the Iran nuclear deal and its impacts on EU/Iran relations. EU foreign policy chief Federica Mogherini will also attend the plenary session which takes place at 15.00.
Greens/EFA MEP and Member of the Iran Delegation Klaus Buchner (ÖDP) comments:
“All 28 EU-Member States speak with one voice for the continuation of the Nuclear Deal. Iran has always abided by all its JCPOE-related obligations. The continued guarantee of a nuclear free Iran and the prevention of a nuclear arms race in the Middle East warrants these defensive actions even against our once greatest ally. All EU-Member States, the European Parliament and the Commission must now firmly stand behind the Update of the Blocking Regulation* to shield European Companies from US secondary sanctions. Secondly, EU-Member States must enable the European Investment Bank to support European companies doing legitimate business in Iran by shielding it against US secondary sanctions.”
* The Blocking Regulation (EC) 2271/96 was adopted in 1996 to protect EU businesses ‚against the effects of the extra-territorial application of legislation adopted by a third country‘. A delegated act was adopted by the commission on 6 June 2018 to update the Annex of this Regulation to include US measures on Iran which were taken recently. The Parliament has two months to approve this act. However, the earlier the parliament approves the delegated act the earlier it will enter into force.
